Rajasthan Refinery Launches Mega Projects By PM MODI

On July 4, 2026, Prime Minister Narendra Modi inaugurated the HPCL Rajasthan Refinery Limited (HRRL) at Pachpadra in the Balotra district. Originally scheduled for April 2026 but delayed due to a fire incident, this mega facility marks a landmark achievement in India's energy sector. Built with an investment of over ₹79,450 crore, it is India's first greenfield integrated refinery-cum-petrochemical complex in almost a decade. Developed as a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Government of Rajasthan, the facility combines a 9 MMTPA (Million Metric Tonnes Per Annum) refining capacity with a 2.4 MMTPA petrochemical complex. The project is designed to produce BS-VI compliant fuels, reduce import dependency, and transform the barren salt plains of Pachpadra into a thriving industrial hub that will anchor a new Petrochemical and Plastic Park. Other Key Infrastructure Projects In addition to the refinery, the Prime Minister launched and laid the foundation stones for multiple development projects across Rajasthan cumulatively worth over ₹1.06 lakh crore: Aviation: Inaugurated the new terminal building at Jodhpur Airport, built at a cost of ₹480 crore and designed to handle 2 million passengers annually. He also officially launched the Modified UDAN Scheme to boost regional air connectivity with an allocation of ₹28,840 crore over 10 years. Urban Transport: Laid the foundation stone for Phase-II of the Jaipur Metro Rail Project (estimated at ₹13,000 crore), which features a 41-km North-South corridor with 36 stations. Renewable Energy: Dedicated two major solar projects to the nation—SJVN’s 1,000 MW Bikaner Solar Project and NHPC’s 300 MW Karnisar Solar Project. Power Transmission: Inaugurated power transmission lines worth over ₹1,900 crore to facilitate energy evacuation from the Rajasthan Renewable Energy Zone (REZ). Railways & Roads: Dedicated the ₹900 crore Churu-Sadulpur and Churu-Ratangarh railway doubling projects, and inaugurated the ₹740 crore Karwar-Dangiyawas section of the Jodhpur Ring Road (NH-125A). Employment: Distributed appointment letters to around 54,000 newly recruited candidates selected for various departments within the Rajasthan government.
