In June of 2025, the association representing more than a thousand builders and developers around Toronto warned that new home sales had effectively stopped, and commissioned research projecting the loss of seventy thousand jobs across homebuilding and its supply chain. Thirteen months later, the warning reads less like a lobbying document and more like a schedule. In this breakdown, we examine how Canada's pledge to build nearly five hundred thousand homes a year collided with a construction sector that was already contracting — CMHC reporting June housing starts down thirteen per cent year over year, a national builder confidence index setting record lows for a third consecutive quarter, and more than 137,000 units sitting with approved permits and no construction observed on them at all. We then turn to the part of this story that has drawn the least attention: the arithmetic inside the federal budget itself. The Parliamentary Budget Officer's December analysis found planned federal housing spending scheduled to fall by fifty six per cent over the coming years, even as the government's flagship housing agency is projected to deliver a fraction of the promised supply. We analyze what that divergence means for the trades who leave the industry and do not return, for the regional economies that depend on residential construction activity, and for completion pipelines in major markets that thin dramatically by the end of the decade. Underlying all of it is the International Monetary Fund's assessment that Canada's supply gap is structural rather than cyclical — a problem that does not correct itself when sentiment improves or rates fall.
