PRESIDIO Endeavor – Defending the Homeland, Projecting Power
CNA designed and developed an in-the-box wargame in conjunction with the National Guard Bureau (NGB) to support state National Guard headquarters planners to understand the problem of simultaneity and deconfliction of employment of National Guard capabilities in support of state, Federal, and overseas contingencies throughout the conflict continuum. By playing iterations of this game at the state National Guard staff level, Joint Force Headquarters – State (JFHQ-State) joint staff planners will be able to begin to conduct analysis on impacts to their force structure and overall readiness as a conflict escalates from crisis, conflict, and protraction, which would better inform future plans and situational awareness for their State Government counterparts, component services, and the Department of War (DOW). BIO Patrick Feng is a wargame designer on the Gaming and Integration Team, joining CNA in March 2025. A hobby wargamer as well as a professional wargamer, he was previously a wargame analyst at the National Guard Bureau (NGB) J8 supporting the National Guard Bureau Joint Staff and state National Guard staffs, designing and facilitating wargames and TTXs on issues related to disaster response and homeland defense. Patrick also worked at the NGB J5 as a joint strategy analyst. Prior to his stint in the public sector, Patrick was a military historian for twelve years focused on U.S. Army history and Army affairs for the Army Historical Foundation. He resides in Rockville, Maryland. Ryan Kennedy is a contractor with NextStep Technology Inc., working as a wargame designer for the National Guard Bureau (NGB) J8. Since helping stand up the NGB Wargame and Discussion Based Exercise program in 2017, Ryan has designed, developed, and facilitated wargames across the National Guard community. Prior to his current role, Ryan worked as a joint exercise planner for the NGB J7, where he designed and facilitated table-top exercises (TTXs) for the Chief of the National Guard Bureau, as well as Command Post Exercises (CPXs) and Field Training Exercises (FTXs) for state Joint Force Headquarters and field units. Ryan holds a Master of Public Administration from George Mason University and is a graduate of the Virginia Military Institute. He is based in Reston, Virginia.
