I was wondering how to use this guy who is a bundle of CC moves, but it worked reasonably well when combined with Sickle Split. The downsides are that it gets blocked by Steel types like Briduras, strangely doesn't complement types with Pokémon using Sickle Split, and is completely useless against flying Pokémon. Still, since both Sticky Web and Poison Shield have high value, it might be usable if you can cut down the party well.
