ESO: Earning Ember's Favor

Ember the Khajiit doesn't hand out her favor freely, and the Hoarding Hero has spent a good while earning it. With every other box ticked, only one rapport-building errand remained between him and the thief's full approval — which is where "Pirate Problems" and a stack of Alliance uniforms, much improved by fire, come in. Completing this last task closes out the "Ember's Gang" achievement and delivers the Luxury Thieves' Tools: a keepsake pouch missing a single tool, pocketed by Ember herself. It permanently grants Ember's Intuition, a chance to turn up hidden wallets of gold while pickpocketing — a perk that lingers long after she's been dismissed. Played on Master difficulty.
