These messages reflect a changing era. Von der Leyen's message is clearly bellicose, in preparation for what is already a hybrid war. Viktor Orban, the Prime Minister of Hungary, in contrast, spoke of war if the Ukrainians bomb the Russian side and proposed a strategic agreement with Ukraine, but not membership in the European Union. This creates a clash of two visions for what Europe should be, regarding how the region should evolve. This extends beyond Ukraine to include immigration and the economy. It is a clash between opposing positions within Europe, between a left-wing and center-left ideological bloc and the right wing, embodied above all by the figure of Viktor Orbán. Ukraine is the latest clash, but not the only one. The system that existed from the fall of the Berlin Wall until the beginning of the war in Ukraine has ended.
