Lance Metzler, County Manager Request consideration to approve a Resolution honoring Gracie Mae Brown Price on the occasion of her 100th birthday. 6. Request approval for the June 15, 2026 Agenda 7. Consent Agenda A. Todd Hurst, Tax Administrator Request approval of Tax Collection and Reconciliation reports for May including refunds for May 19,2026 through June 14, 2026. B. Captain Jennifer Brown Sgt. Tammy East retired effective May 1, 2026 from the Rockingham County Sheriff's Office with 17 years of service. She is requesting to purchase her duty weapon for $100.00 per County Policy and NCGS 17F 20. C. Rodney Cates, Emergency Services Director 1. Request approval to appropriate $92,797 in insurance settlement proceeds received for property loss resulting from an accident that occurred in December 2025, along with $37,195 from the General Fund available fund balance, to replace a Transit EMS Van at a total cost of $129,992, including tags and taxes. All equipment to fully up-fit the unit will be reinstalled from the damaged ambulance in the new Transit Van. 2. Request approval to appropriate $460,112 from available fund balance for the purchase of a new ambulance for the Stokesdale EMS Base. The total cost includes taxes, tag and title fees, and all equipment and items necessary to fully up-fit the ambulance. D. Mandy McGhee, Finance Director 1. Request approval to amend the Resolution for Water & Sewer Enterprise Fund Repayment and Creation of the Water and Sewer Reserve Fund. The Resolution recognizes cumulative transfers totaling $11,466,000 from the General Fund to the Water & Sewer Enterprise Fund between fiscal years 2008 through 2023. These transfers were necessary to support and cover debt service obligations within the Enterprise Fund. The amendment establishes a thirty (30) year repayment schedule from the Enterprise Fund to the General Fund at an annual interest rate of 0.25%. The repayment structure provides flexibility to allow for payments in excess of the scheduled annual amount when sufficient funds are available. Additionally, annual payments may be deferred in years when Enterprise Fund revenues and reserves are insufficient to meet operating, capital, and reserve funding needs in excess of the required annual repayment amount. The repayment schedule will be deferred for an initial three (3) year period, with the first projected payment anticipated on June 30, 2029. 2. Request approval to appropriate $5,000 of 4-H Reserve Fund Balance for upcoming Summer Adventures. 4-H Reserve Fund Balance are program fees earned in previous years and are reserved for use in future 4-H programs. E. Susan Washburn, Clerk to the Board Request approval of regular and recessed minutes for the County Commissioners meetings F. Derek Southern, Assistant County Manager Request approval to transfer $473,000 from the Future Public Building Reserve account within the Capital Improvement Plan (CIP) to the Touch Panel Reserve Project (which already has $S343,000 in reserve). Create a CIP project for $ 716,000 for RCJC Touch Panel and $100,000 for Camera Additions. G. Lance Metzler, County Manager Request consideration of the adoption of the "Rockingham County Property Naming Policy". H. Bob Cleveland, PTRC Request approval of appointment of Shannon Hall Ort to the Rockingham County Planning Committee for Older Adults. Term will end June 14, 2029. I. Melissa Joyce, Fire Marshal Request consideration of approval of amendment to Volunteer Fire Department Contracts effective July 1, 2026. 8. Public Comment 9. Public Hearing A. Leigh Cockram, Director of Rockingham County Center for Economic and Tourism Development Consideration of approval of an appropriation from its general fund in an amount not to exceed $294,000 which will be distributed to Project Independence over five years following the project parameters. B. Adam Barr, Senior Planner 1. Case 2026-05 TA: Consider a Text Amendment to the Unified Development Ordinance to allow staff to make non-substantive editorial changes to the UDO 2. Case 2026-07: Rezoning. A request to rezone a (+/-) 2.64 acre parcel of land from Residential Protected (RP) to Residential Agriculture (RA); Tax PIN: 8934-01-16-9964 - Williamsburg Township. 10.
