Attorney Roberto Ruíz Díaz stated that Comptroller General Gerardo Solís also bears responsibility for the unconstitutional mining contract, as he could have stopped it twice but failed to do so. "We spent $5.9 million on lawyers who led us to a ruling that violated 25 constitutional provisions.
