Route 280 is a general national highway that runs from the intersection of Route 7 in Aomori City, Aomori Prefecture, to the intersection of Route 5 in Hakodate City, Hokkaidō, and the starting point of Route 227 and Route 228. It runs through Aomori Prefecture to Sotogahama Town, Higashitsugaru District, Aomori Prefecture, where the fishing port of Minmaya is located, and crosses the Tsugaru Straits to Fukushima Town, Matsumae District, hokkaidō by way of the sea section to reach Hakodate City. There used to be a ferry service connecting Minmaya Port in Aomori Prefecture and Fukushima Port in Hokkaidō, but this service has been suspended since 1998. Because it overlaps with Route 228 in Hokkaidō, there is no single section of Route 280 in Hokkaidō, and the only actual section of Route 280 is in Aomori Prefecture.
