Keene explains that he had an open source for marijuana, while the Chicago mob relied on a different distribution line that dried up due to political issues in Panama. As a result, they approached Keene and demanded that he pay tribute by giving them the product at his cost. Keene agreed but negotiated a small premium due to the risks involved in his operation. During this time, he also encountered crooked police task forces who were willing to break the law for the right price.
