Todoroki Is The MOST CHILL S Tier! My Hero Ultra Rumble

Shoto Todoroki may be one of the most un talked about S Tiers! This could be because his lack of vertical movement but that can easily be made up for by his INSANE Gamma Quirk! It has a crazy Radius at Level 9 and even if you miss... sometimes you just don't. On top of doing Crazy Damage it keeps your opponent Frozen were you can then blast them 3 times with your Alpha doing Crazy Damage almost 1 Shotting the opponent.
