He warns that a flat-out refusal prevents Spain from positioning itself "among the seven major NATO members and the four major EU members," relegating the country "to the back of the pack." Furthermore, the retired military officer emphasizes the irreplaceable value of trust and professional understanding between militaries ("military-to-military relationships"), noting that prior communication at the military level would have allowed US forces to reorganize their flight plans with sufficient leeway when the Spanish government denied the use of the Morón and Rota bases for operations against Iran. To illustrate the historical significance of these bridges of dialogue, Montenegro recalls a reflection shared by the British military leadership before Brexit: "If these military-to-military relations had existed and been well-oiled in 1914, the First World War would surely not have occurred," and Europe would have been spared tens of millions of lives, positioning itself today as the leading global superpower ahead of the United States and China.
