The fiscal case for reimbursed ART: an interview with Mark Connolly

In this Talking Points interview, health economist Mark Connolly argues that live births achieved through ART ‘can yield substantial net lifetime returns to the public sector’, supporting the view that fertility treatment is an inter-generational investment in human capital rather than another purely consumptive healthcare expense. Not only does fertility care fulfill the reproductive rights of individuals but collectively it will pay measurable demographic and fiscal dividends in the long term. Such arguments are especially persuasive at this time of falling fertility rates and ageing populations.
