The crash of Trans-Colorado Flight 2286 was, at first glance, little more than the latest tragedy in a long series of "non-loss-of-control" accidents involving small, poorly equipped commuter planes. These aircraft, which were not required to have ground proximity warning devices, descended too low too frequently during approach and crashed into the ground. But as the National Transportation Safety Board (NTSB) began reconstructing this latest accident, it stumbled upon an incredible bombshell: the captain of the ill-fated flight had used cocaine the night before his death. This disturbing revelation, during a period of growing public concern about illicit drugs, prompted a federal initiative to introduce random drug testing for pilots—an issue that was controversial when it was proposed and, in fact, remains controversial today, for reasons that deserve further analysis.
