HF communications in a contested environment

Why is HF still a viable option in the modern age of satcom and modern repeater-based beyond-line-of-sight digital solutions in an electronically contested (hostile) environment? And what I think the amateur/ham radio community is not focusing on from an "emcomm" or preparedness perspective.
