On March 12, 1934, at an emergency government meeting in the White Hall of Toompea Castle, State Elder Konstantin Päts declared martial law for six months. Standing next to Päts, unusually for a government meeting, was officer Johan Laidoner, who by the same decision was declared Commander-in-Chief of the Estonian Army and responsible for national defense. The uninformed ministers merely exchanged surprised glances, but no one asked a single question. A period of silence began, lasting—with some relaxations—until 1938, when Estonia lost its independence. That same evening and night, cadets from the Tondi Military Academy were brought out onto the streets of Tallinn. Mass arrests and a purge of the state apparatus began, which would continue for many years.
