Initially, it was aimed exclusively at residential rentals between private individuals. Subsequently, the Court of Cassation, with rulings no. 12395 of 2024 and nos. 12076 and 12079 of 2025, recognized the individual landlord's right to apply the flat-rate tax even on a property leased to a business for guest accommodation. The Ministry of Economy and Finance continues to oppose this, so to date the Revenue Agency recognizes the flat-rate tax only for residential leases between private individuals or when the tenant is a non-profit organization.
