According to GOST, an elevator must be installed in buildings higher than 5 storeys, and in buildings higher than 10 storeys, each entrance must have 2 elevators: freight and passenger. Also, buildings higher than 28 meters must be equipped with a smoke-proof fire escape. The height of a 9-story building is about 27 meters.
