Yesterday was the first day of the parliamentary investigation into the National Election Commission (NEC). The Special Committee summoned all NEC commissioners and the chairpersons of major regional NECs as witnesses, but a situation unfolded where key witnesses failed to appear en masse. Amid criticism of collective insubordination, some lawmakers arrived late, leading to criticism that the attitude toward this situation is too complacent. [Kim Jin-wook] That is correct. This is a special committee established to address the grave issue of infringing upon the citizens' right to vote, yet the other commissioners did not attend, excluding only two members, simply because they were not properly summoned to appear as witnesses? Furthermore, the chairpersons of the Seoul Metropolitan Election Commission and the Songpa District Election Commission, who were practically the most critical figures, did not even show up in the morning. We can only describe this as an act of disregarding the public. We must criticize this as a highly disappointing attitude, as they showed no will to even attempt to regain the trust they have lost through this parliamentary investigation. Additionally, regarding the various issues raised yesterday, the Election Commission established its own fact-finding committee—or something similar—and made an announcement last week; however, the results of that announcement differ from what was revealed yesterday. This indicates that the Election Commission's efforts to uncover the truth regarding these matters were extremely inadequate. Therefore, regarding the overall disarray not only in election management but also in the overall chaos, there is a significant amount of information that this Special Committee for Parliamentary Investigation must uncover. We must assess that the first meeting yesterday revealed a major task: to establish a foundation for reforms within the Election Commission that are tantamount to dissolution through this process. [Anchor] In fact, there have been continuous criticisms that parliamentary investigations have limitations in uncovering problems because they lack legal enforceability. Will the same be true this time? [Lee Min-chan] You have pointed that out accurately. Just looking at the fact that the National Election Commission members did not attend yesterday, the lack of enforceability was clearly exposed. Furthermore, the Commission submitted inadequate materials, leading to scenes where many members reprimanded them. There are indeed such limitations. That is why the People Power Party is also arguing that a special prosecutor should be discussed quickly alongside the investigation. Even if the bill for a special prosecutor is passed, it takes time to prepare and launch the team. In the meantime, we should proceed with raising public awareness and listening to the Commission's position through the Special Committee on Parliamentary Investigation.
