Weather update (July 23, 11 a.m.): Thirteen provinces in Northern Luzon have been placed under tropical cyclone wind signal no. 1, according to PAGASA on Thursday. As of 10 a.m. Thursday, tropical depression Kiyapo was located 830 kilometers east of Northern Luzon. It has maximum sustained winds of 45 kilometers per hour, with gustiness up to 55 kph. It is moving northwestward at 25 kph.
