It became clear that settlements and other areas are disappearing at an alarming rate. Population decline is also serious. Along the Soya Main Line, Nakagawa Town and Horonobe Town have populations below 2,000, and Otoineppu Village has around 500. The Soya Main Line is already operating at a loss, so the government says, "You must somehow improve the balance sheet," but isn't it becoming difficult to even maintain the country's land?
