Under Italy's 7% flat tax regime, that same couple pays approximately €3,850. The difference over ten years is nearly $50,000. Where you choose to live in Italy is not just a lifestyle decision — it's a financial one. The second layer is the United States. As a US citizen you never stop filing with the IRS — even after you move abroad. However, under the US-Italy tax treaty, pensions and Social Security paid to American residents in Italy are taxable exclusively in Italy. The US does not tax them simultaneously.
