This press briefing took place on January 22, 2026. How artificial intelligence (AI) should be regulated in the European Union (EU) remains a controversial topic. The relevant regulations are laid down in the AI ​​Act. Since 2024, parts of this AI regulation have been coming into force step by step – Chapter Five, which concerns, for example, large language models, will also come into force in the summer of 2025. By August 2, 2025, EU member states had to announce how they would implement the AI ​​Act nationally: They were to designate competent authorities and enact regulations on potential violations as well as on promoting innovation. Germany has not yet done so. The reason is the premature end of the coalition government at the end of 2024. A draft bill for national implementation has been available since September 2025. According to this draft, the Federal Network Agency is to become the central implementing authority. The AI ​​Act is a controversial regulation. Critics accuse it of hindering innovation in the field of artificial intelligence (AI). Furthermore, it is said to be ambiguously worded in parts and unsuitable for newer developments in the AI ​​landscape – for example, for language models [IV]. At the same time, however, regulations for providers of AI systems are important for data and consumer protection. This is demonstrated by the current debate surrounding AI-generated photorealistic nude or war images – so-called deepfakes. The SMC therefore focused on AI regulation in a virtual press briefing. The researchers answered questions about the AI ​​Act and how existing laws need to be further developed and adapted to counteract risks such as deepfakes while simultaneously allowing for innovation.
