In Champagne-Ardenne, there are six towns with populations of between 20,000 and 100,000: Charleville-Mézières, Châlons-en-Champagne, Chaumont, Troyes, Saint-Dizier, and Epernay. These so-called "medium-sized" towns face challenges in terms of attractiveness and service provision for all. For them, the challenge is to ensure that residents of the catchment area, even in rural areas, also benefit from the city's services and amenities. This is what we call the "right to the city." How can these medium-sized towns extend their reach across the region, even into rural areas? How are services organized to meet the needs of both the city and the countryside? With just under 23,000 inhabitants, Saint-Dizier must face numerous challenges and contribute to the dynamism of an entire region.
