The area covers 364 square kilometers, encompassing the entire Gwangju region, as well as 10 towns, townships, and districts including Nam-myeon in Jangseong-gun, Hwasun-eup in Hwasun-gun, and Bitgaram Innovation City in Naju-si. This is three times the size of the designation related to the Yongin National Semiconductor Industrial Complex in Gyeonggi Province. Starting on the 14th, for two years, land transactions within this zone will require prior permission from the local government for transactions exceeding a certain size, depending on the land use zone within the urban area. Even after the transaction, there is an obligation to use the land within five years depending on its intended use, and violations will result in enforcement orders and coercive fines. In non-urban areas, the criteria for the area subject to permits vary depending on whether the land is farmland, forest land, or other types of land. For housing, the standard applies to land share exceeding 60㎡ on the land registry. While this may have some impact on medium-to-large or low-rise apartments, most apartments classified as "national housing" (with an exclusive area of ​​85 square meters or less) are not subject to the permit requirement. Additionally, the initial presale contract, as opposed to the resale of presale rights, is also exempt from the permit requirement.
