تقریبا ۶۰درصد شفاخانه های خصوصی در هرات معیارهای لازم را ندارند، وزارت صحت عامه می‌گوید در دو دهه گذشته صدها شفاخانه خصوصی درکشور ایجاد شدند، اما برخی از این شفاخانه ها حتی جواز هم ندارند، معین عرضه خدمات صحی که این روزها سرگرم بررسی سیستم صحی در هرات می باشد وضعیت کنونی شفاخانه ها را قناعت بخش نمی داند، اضافه ستانی داروخانه ها، نبود وسایل تشخیصیه و معیاری نبودن بخش های اساسی شفاخانه ها از مشکلات جدی بخش خصوصی پنداشته می شود.
