Minister of Education and Culture Regulation Number 21 of 2025 establishes standards for educators and education personnel in early childhood education (PAUD), primary, and secondary education. This regulation details the minimum criteria for academic qualifications and competencies that must be met by teachers, counselors, and administrative and technical staff. In addition to diplomas, this policy emphasizes four main competency pillars for teachers: pedagogical, personality, social, and professional. With the enactment of this decree, several old regulations were revoked to align national standards with the needs of modern educational developments.
