But Harry is reluctant to kill him, so he tries to befriend him instead. All the characters are currently in their fourth year of Hogwarts. ⁺  Tom has not made a horcrux yet and is not actively planning on becoming a Dark Lord. Hence he hasn't created the persona of Lord Voldemort.
