Can a person with a salary of 28 thousand hryvnias per month become the owner of 11 apartments and commercial real estate in a few years? This question was the starting point of a new journalistic investigation. The StopKor team investigated the property status of the family of the judge of the Chernihiv Court of Appeal, Valery Zabolotny, and drew attention to the sharp enrichment of his brother, Oleg Zabolotny. According to the state register of real estate rights, in the period from 2022 to 2024 he became the owner of at least 11 apartments and one non-residential premises. Official income does not correspond to the scale of the acquired property. Salary - about 28 thousand hryvnias per month. At the same time, another interesting fact appears in the declarations - more than 5 million hryvnias in the form of a gift from retired parents. Can pensioners donate such amounts? Is this a legal source of income? And most importantly, is the family being used as a tool to hide the judge's real wealth? In this investigation, we analyze: • real estate registers and financial transactions; • chronology of apartment purchases; • declarations of judge Valeriy Zabolotny; • possible signs of nominal ownership of assets; • typical schemes when property is registered in the name of relatives in order to avoid declaration.
