As usual we are subscribing to a core rule: in music we need to respect (and match) elements. In this case we need to build a vocabulary with the bass note as our ground because all the notes are going to be attracted to that root. To find the other notes we need to use our ears to match those musical elements. There will be intervals dictated by the context (in this case the backing track), and there will be intervals in which you can choose between a few options. You don't need to learn tons of licks, what you need is an alphabet (group of notes) so you can speak the musical language (backing tracks, songs, jams, etc.) and match those elements.
