Delaney Projects "Deserted" Neighborhood, Gary, Indiana ~ BEFORE THE DEMOLITION

Nearly 450 units in the Gary Housing Authority, including all of Delaney West, are earmarked for demolition, reflecting not only a decline in the city's population, but a shift in public housing philosophy away from large clusters of impoverished residents. About 156 units in Glen Park's Colonial Gardens will be taken down, as well as 26 in Gary Manor. The cost for all the demolition has been estimated by the U.S. Housing and Urban Development Department at between $2.5 million and $3.4 million. With 227 units, the Delaney West complex is the largest of the group pegged for demolition. It anchors the corner at 21st Avenue and Pierce Street, south of the shuttered Duncan Elementary. It's west of the small brick ranch homes in Delaney Community across from Roosevelt High School. Officials say Delaney West has been vacant for about a year. The color-coordinated yellow units are mostly boarded up. Swings are gone from rusted playground equipment. Weeds have grown up through the pavement on the basketball court where hoops are missing from the backboards. Two stuffed animal memorials mark different sites where men were gunned down in recent years. Neighbors who live in single-family homes on the west side of Pierce Street across from Delaney say they're happy the homes will be torn down "I grew up here and I've been in all these homes and it's a shame," said Victor Whitehead, a 1986 graduate of nearby Roosevelt High. "It's too bad it's come to this, but what do you expect when everybody leaves," Neighbor's were upset the street light poles were removed from the east side of Pierce Street, leaving their block with just three street lights across from the dark, vacant Delaney complex. A Neighbor, who asked not to be identified, said it's quiet now that Delaney West is vacant. "This is the first time in the last 58 years, we've had peace and quiet," she said. "The last few years, they've been unfit for the children," she said of the units. Now a Ghost Town it is time to tear them all down.
