Indus Waters Treaty Dispute | Pakistan | India | ABN Digital Exclusives అంతర్జాతీయ న్యాయస్థానంలో భారత్‌ను ఇరుకున పెట్టాలని చూసిన పాకిస్థాన్‌కు.. ఇప్పుడు అదే వ్యవహారం భారంగా మారింది. సింధు జలాల ఒప్పందానికి సంబంధించిన వివాదంలో భారత్‌ విచారణను బహిష్కరించడంతో, మధ్యవర్తిత్వ ప్రక్రియ ఆగిపోకుండా ఉండేందుకు పాకిస్థానే రెండు దేశాల ఖర్చును భరిస్తోంది. ఇప్పటివరకు ఈ ప్రక్రియ కోసం ఆరు లక్షల డాలర్లకు పైగా అంటే భారత కరెన్సీలో సుమారు రూ.5.2 కోట్లకు పైగా వెచ్చించినట్లు నివేదికలు వెల్లడించాయి. విచారణ కొనసాగుతున్న కొద్దీ ఈ భారం మరింత పెరిగే అవకాశం ఉందని చెబుతున్నాయి. సింధు జలాల ఒప్పందం ప్రకారం వివాదాలు తలెత్తితే మధ్యవర్తిత్వ వ్యయాన్ని భారత్‌, పాకిస్థాన్‌ సమానంగా భరించాలి. అయితే 2025 ఏప్రిల్‌లో జరిగిన పహల్గామ్‌ ఉగ్రదాడి తర్వాత భారత్‌ కీలక నిర్ణయం తీసుకుంది. ఉగ్రవాదానికి పాకిస్థాన్‌ పూర్తిగా చెక్‌ పెట్టే వరకు.. సింధు జలాల ఒప్పంద అమలును నిలిపివేస్తున్నట్లు ప్రకటించింది. అదే సమయంలో ఈ వివాదానికి సంబంధించిన మధ్యవర్తిత్వ ప్రక్రియ నుంచి కూడా తప్పుకొంది. ఈ క్రమంలోనే కిషన్‌గంగా, రాట్లే జలవిద్యుత్‌ ప్రాజెక్టులపై పాకిస్థాన్‌ పర్మినెంట్‌ కోర్ట్‌ ఆఫ్‌ ఆర్బిట్రేషన్‌ను ఆశ్రయించింది. ఈ ప్రాజెక్టుల రూపకల్పన ఒప్పందానికి విరుద్ధమని ఇస్లామాబాద్‌ వాదిస్తోంది. కానీ ఇది సాంకేతిక అంశమని, ఇలాంటి వివాదాలను కోర్టు కాకుండా తటస్థ నిపుణుడే పరిశీలించాలని భారత్‌ మొదటి నుంచీ చెబుతోంది. రెండు వ్యవస్థలు ఒకేసారి నడవడం ఒప్పంద నిబంధనలకు విరుద్ధమని కూడా స్పష్టం చేసింది.
