A service video from Penal Colony No. 35 of the Federal Penitentiary Service (GUFSIN) in Perm Krai. This story isn't about blood and gore, but about who holds the reins in Russian prisons. In the video, inmate Valery Kusomatov appears before the commission of the colony's warden, Yevgeny Shubin. Shubin is reviewing a report already filed on Kusomatov's malicious violation: penal colony officers found two prohibited cell phones in the activist's nightstand. This opens the door to the punishment cell, followed by placement in the SUS (strict conditions). But Kusomatov isn't just an inmate; he's the commandant, responsible for extorting money from prisoners for the administration's needs and supplying the colony with "humanitarian aid" in the form of building materials and money for protection money within the GUFSIN. The money goes toward routine repairs at the penal colony and the personal needs of FSIN employees. The prospect of losing his source of income did not please the colony's warden, Shubin, so he ordered his subordinates to alter and rewrite the results of the internal investigation, concealing the discovery of two mobile phones on Kusomatov. At the most climactic moments, the warden orders the camera to be turned off in order to conceal the official misconduct of Colonel Yevgeny Shubin. We call on the Internal Security Directorate of the Federal Penitentiary Service of Russia to conduct an anti-corruption investigation into this video. It is clear that an organized crime group consisting of unscrupulous employees and activists is operating in Penal Colonel No. 35, extorting money en masse from inmates and their relatives.
