After twenty-eight years, the courts ordered the seizure, confiscation, and suspension of the right to dispose of the eighteen properties that comprised the so-called Padilla Parking Lot in Medellín. The assets, valued at approximately 18 billion pesos, were placed at the disposal of the Victims' Reparation Fund. The Padilla Parking Lot was no ordinary parking lot. Between 1995 and 1998, it allegedly functioned as a clandestine accounting office for the United Self-Defense Forces of Córdoba and Urabá (ACCU), a paramilitary group led by Carlos and Vicente Castaño. During the raid carried out on April 30, 1998, investigators from the Technical Investigation Corps (CTI) and the Attorney General's Office found documents, floppy disks, records of at least 495 bank accounts, nearly 40,000 transactions, and lists of more than 60 companies that allegedly provided funds. Organizational charts related to the structure and expansion of the ACCU were also found. What could have been a decisive blow against their financing networks ended up mired in delays, lost evidence, threats, and murders. Sergio Humberto Parra, one of the investigators on the case, was murdered just weeks after the operation. Now these properties could become resources to compensate the victims.
