We explain why the Russian 48N6 missiles failed: the drones were flying 15 meters above the water, so low that the seekers' signal bounced off the sea, creating a multipath echo effect that made it impossible to lock on. We detail how Tor-M2 and Pantsir-S1 systems shot down five drones, but seven slipped through by flying below the missiles' minimum engagement range.
