The measure affected millions of Brazilians and was part of a set of reforms that included trade liberalization, privatizations, and administrative reform. Inflation was at 80% per month when Collor assumed the presidency. Zélia Cardoso de Mello headed the Super-Ministry that merged Finance, Planning, Industry, and Commerce. She was the first and only woman to hold this position in Brazil. She left the ministry in May 1991. In 2020, HBO obtained an exclusive interview with Zélia in New York, where she acknowledges mistakes and says: "I failed." Between 2025-2026, new interviews show a more empathetic stance from the former minister.
