A deep dive into the pacts of Preludes 9! Quick correction: you can buy the starting pacts at rank 2, not rank 3. You need rank 3 for sacred shimmer, the crafting material used to make totems, which give you access to the other factions, but you can buy it twice from your first faction if you want to make all your totems right away, and then you only need rank 2 to buy and then craft the pacts.
