He was a member of the Party Central Committee, 10th term; a member of the Politburo, 11th and 12th terms. Before becoming Deputy Minister of Public Security from 2006 to August 2011, he worked for many years as an officer of the Political Protection Department, then Director of the Security Staff Department, Deputy Director of the General Department of Security. From August 2011 to March 2016, he held the position of Minister of Public Security; Head of the Central Highlands Steering Committee; Member of the 13th National Assembly; Deputy Head of the Central Steering Committee on Anti-Corruption, Deputy Head of the Central Internal Political Protection Subcommittee. In April 2016, he was elected President, Chairman of the National Defense and Security Council, Head of the Central Highlands Steering Committee; Head of the Central Judicial Reform Steering Committee; Member of the 14th National Assembly.
