2023 Clinker Lecture "(Not So) Open Access"
The 2023 Clinker Memorial Lecture was delivered by John Nelson at York St John University on Saturday 28th September 2023. the speaker describes the creation of Hull Trains, Britain’s first Open Access operator, including the political, administrative and regulatory issues that were involved, and also how the success of Hull Trains encouraged attempts to establish further Open Access operators, and why some were abandoned. He gave his views on where Open Access sits today in the post-pandemic railway and in today’s political and economic climate.
