Why Did Future John Connor Send the T-800 Back in Read-Only Mode?

Future John Connor captured and reprogrammed a T-800 to protect his younger self from the T-1000. But before sending it back to 1995, the Resistance left its neural-net processor locked in read-only mode—preventing it from fully learning and developing. Was this an oversight, or a deliberate command decision?
