It reads like a combination of an Italian mafia movie script and a Mexican drugs cartel communication code. The players operate like a closely knit family; committed to a brazen looting of university accounts; and in the last three years, withdrawing close to 200 million shillings. It took the courage of four employees of the Maasai Mara University, who turned whistle blowers, blowing the lid off what can well be described as a textbook manual on how Kenya's public institutions are looted. The four whistleblowers together with the Citizen TV investigation team that included senior journalists Asha Mwilu and Waihiga Mwaura scrutinized incriminating documents, secret recordings and witness accounts on the loss of at least 190 million shillings. All accounts of the misappropriation of the Maasai Mara University funds place the Vice Chancellor Mary Walingo at the centre of the looting web that includes her driver Noor Abdi Hassan, who appears to act as the main courier in suspect cash withdrawals.
