Thousands died in the fighting, and despite repeated attempts to regain control over the situation, UNSC forces had no choice but to dedicate resources on more urgent engagements elsewhere as the threat of the Covenant became a reality. Remaining forces on the ground have either been captured, are laying low, or are otherwise attempting to strike out in small cells against the newly elected government. As a continuation of OPERATION RUBICON, Havok Company have been assigned to support rebel forces as they attempt to undermine loyalist troops by hitting critical infrastructure, conducting raids and acts of sabotage, as well as assassination attempts on high value targets.
