Two federal appeals courts have now reached opposing conclusions about whether suppressors qualify as protected “Arms.” One court says a firearm can operate without a suppressor, so it falls outside the Second Amendment. Another says suppressors make firearms safer, more controllable and more effective for lawful self-defense—and that makes them constitutionally protected.
