Trottinettes électriques : De nouveaux règlements en préparation

The government is preparing new legislation to better regulate the use of electric scooters, bicycles, and other electric vehicles on Mauritian roads. During parliamentary debates on July 7, responding to a question from MP Tony Apollon, the Minister of Transport, Osman Mahomed, indicated that this reform primarily aims to strengthen road safety. The Minister explained that these modes of transport are enjoying increasing popularity, particularly among young people, due to their affordability and practicality for short journeys. However, this popularity is accompanied by numerous shortcomings, such as the lack of registration, insurance, and permits when required, as well as the failure to wear helmets and other protective equipment. Osman Mahomed recalled that the Council of Ministers had, on January 16, 2026, tasked his ministry with preparing legislative reform, including mandatory helmet use for electric scooter users. Since then, several working meetings have been held with the Traffic Management and Road Safety Unit (TMRSU), the National Land Transport Authority (NLTA), and the police to develop this new regulatory framework. The consultations also addressed several concerns, including dangerous road behavior, the use of e-scooters on highways, the use of these vehicles by minors or untrained individuals, and problems related to the lack of insurance.
